This study revisits the causal linkages between military spending and economic growth in China and G7 countries (i.e. Canada, France, Germany, Italy, Japan, the UK, and the USA) by focusing country-specific analysis for the period 1988–2010. The panel causality analysis, which accounts for both cross-country dependency and heterogeneity across countries, is employed in this study. Our results find evidence of the neutrality hypothesis for Italy, France, and Germany, the military spending–growth detriment hypothesis for both Canada and the UK, and one-way Granger causality running from economic growth to military spending for China. Furthermore, we find a feedback between military spending and economic growth in both Japan and the USA. Thus, our results do not support that one size fits all.  相似文献

Entering the twenty-first century, China has demonstrated an assertive foreign policy, not only in employing various types of economic and military leverage but also in conducting the Three Warfares (三战) – psychological warfare, public opinion warfare, and legal warfare. This article attempts to identify the motives and methods of China’s Three Warfares by analyzing its history, logic, and agents. Based on this analysis, the author also presents the position of the Three Warfares in China’s foreign policy and the warfares’ impact on the international security environment involving other major powers and China’s neighbors.  相似文献

In this article we introduce a 2‐machine flowshop with processing flexibility. Two processing modes are available for each task: namely, processing by the designated processor, and processing simultaneously by both processors. The objective studied is makespan minimization. This production environment is encountered in repetitive manufacturing shops equipped with processors that have the flexibility to execute orders either individually or in coordination. In the latter case, the product designer exploits processing synergies between two processors so as to execute a particular task much faster than a dedicated processor. This type of flowshop environment is also encountered in labor‐intensive assembly lines where products moving downstream can be processed either in the designated assembly stations or by pulling together the work teams of adjacent stations. This scheduling problem requires determining the mode of operation of each task, and the subsequent scheduling that preserves the flowshop constraints. We show that the problem is ordinary NP‐complete and obtain an optimal solution using a dynamic programming algorithm with considerable computational requirements for medium and large problems. Then, we present a number of dynamic programming relaxations and analyze their worst‐case error performance. Finally, we present a polynomial time heuristic with worst‐case error performance comparable to that of the dynamic programming relaxations. © 2003 Wiley Periodicals, Inc. We deal with the problem of minimizing makespan on a single batch processing machine. In this problem, each job has both processing time and size (capacity requirement). The batch processing machine can process a number of jobs simultaneously as long as the total size of these jobs being processed does not exceed the machine capacity. The processing time of a batch is just the processing time of the longest job in the batch. An approximation algorithm with worst‐case ratio 3/2 is given for the version where the processing times of large jobs (with sizes greater than 1/2) are not less than those of small jobs (with sizes not greater than 1/2). This result is the best possible unless P = NP. For the general case, we propose an approximation algorithm with worst‐case ratio 7/4. In this paper, we consider a new weapon–target allocation problem with the objective of minimizing the overall firing cost. The problem is formulated as a nonlinear integer programming model. We applied Lagrangian relaxation and a branch‐and‐bound method to the problem after transforming the nonlinear constraints into linear ones. An efficient primal heuristic is developed to find a feasible solution to the problem to facilitate the procedure. In the branch‐and‐bound method, three different branching rules are considered and the performances are evaluated. We consider the problem of scheduling multiprocessor tasks with prespecified processor allocations to minimize the total completion time. The complexity of both preemptive and nonpreemptive cases of the two-processor problem are studied. We show that the preemptive case is solvable in O(n log n) time. In the nonpreemptive case, we prove that the problem is NP-hard in the strong sense, which answers an open question mentioned in Hoogeveen, van de Velde, and Veltman (1994). The maximum likelihood estimator of the service distribution function of an M/G/∞ service system is obtained based on output time observations. This estimator is useful when observation of the service time of each customer could introduce bias or may be impossible. The maximum likelihood estimator is compared to the estimator proposed by Mark Brown, [2]. Relative to each other, Brown's estimator is useful in light traffic while the maximum likelihood estimator is applicble in heavy trafic. Both estimators are compared to the empirical distribution function based on a sample of service times and are found to have drawbacks although each estimator may have applications in special circumstances.  相似文献

This paper empirically investigates the impact of military base realignments and closures on regional economic activity in light of the 2005 round of Base Realignment and Closure actions. Baseline regressions with county-level data show employment multipliers comparable to those generated from conventional input–output models. However, controlling for possible endogeneity and other regional-specific factors, regressions indicate more tenuous results for spillover effects from the military to the private sector. Only the contractor type of base employment generated economically and statistically meaningful impacts on local employment. In addition, there is strong evidence of asymmetric effects between military buildups and drawdowns.  相似文献

We consider a robust shortest path problem when the cost coefficient is the product of two uncertain factors. We first show that the robust problem can be solved in polynomial time by a dual‐variable enumeration with shortest path problems as subproblems. We also propose a path enumeration approach using a K ‐shortest paths finding algorithm that may be efficient in many real cases. An application in hazardous materials transportation is discussed, and the solution methods are illustrated by numerical examples. © 2013 Wiley Periodicals, Inc. As we enter the 21st Century, technologies originally developed for defense purposes such as computers and satellite communications appear to have become a driving force behind economic growth in the United States. Paradoxically, almost all previous econometric models suggest that the largely defense‐oriented federal industrial R&;D funding that helped create these technologies had no discernible effect on U.S. industrial productivity growth. This paper addresses this paradox by stressing that defense procurement as well as federal R&;D expenditures were targeted to a few narrowly defined manufacturing sub‐sectors that produced high tech weaponry. Analysis employing data from the NBER Manufacturing Productivity Database and the BEA’ s Input Output tables then demonstrates that defense procurement policies did have significant effects on the productivity performance of disaggregated manufacturing industries because of a process of procurement‐driven technological change.  相似文献
